Beauty is in the eyes of beholder

The word is in: China's 50 most beautiful women have more brains than
bosom. And that is making a lot of netizens very unhappy.
A survey by 19 of the country's "mainstream media outlets", including The
Beijing News, joined hands to conduct a research project. It started with
an online poll, followed by an expert panel that sifted public opinion
and called the winning shots.
The top three contestants in Stage One were Li Yuchun, Shang Wenjie and
Zhao Wei. The first two were champions of the Supergirl television show
while the third is a popular actress who made her name from a runaway
television hit ten years ago.
The top three final winners are Yang Lan, a Columbia University-educated
television hostess; Annie Yi, a Taiwanese singer-actress who also dabbles
in writing; and Yu Dan, the Beijing professor whose
chicken-soup-for-the-soul interpretation of Confucius classics made her a
television superstar.
Personally, I favor the latter group even though they are by no means
Thelma and Louis or Madam Curie, and their talent has been blown up
infinitely by the tube.
What is really puzzling is the survey conductors' intent and methodology.
As we all know, beauty is subjective. What one considers beautiful may
draw sneers from another. To ask the public to nominate beautiful people
is ill-conceived at best and ignorant at worst. And to totally ignore the
result of the poll is a slap on one's own face.
Organizers should know that online polls invariably pin down popular
stars with loyal followings. That's the way of democracy - it goes for
the lowest common denominator. The higher you go on the intellectual
pyramid, the smaller the fan base.
To substitute a popular vote with an elitist tallying is intended to kill
two birds with one stone: Hey, our research is based on public opinion,
but actually we hold our noses at your selections, which are so much
below our taste. It is sheer hypocrisy.
This mentality is best captured in the old saying, "Master Ye's love for
the dragon". The proverbial Ye craves a dragon, but when it actually
descends on his abode, he flees in terror. The same goes for some of
China's intellectuals, who pray for democracy, but as soon as ordinary
people have a say in public affairs they feel their voice is diluted and
drowned out.
When it comes to setting standards for beauty, there is no need for the
two camps to unify their selections. Netizens, skewed towards the young
and impulsive, can pick their choices while media elites can dispense
their aesthetic wisdom. As a matter of fact, every demographic group can
chip in and announce its own prototype. And people will know that beauty
is multifaceted and ultimately in the eye of the beholder.
That said, I have a hunch why organizers decided to forgo the Supergirl
winners. They have such regimented fan clubs that they can make a much
bigger noise than their actual size suggests. In other words, they know
exactly how to exploit the loopholes of a democratic system to catapult
their picks onto the winning podium. From what I know, some of China's
fan clubs have such organizational sophistication that, were they
political groups, they'd all make the cover of Time magazine.
Now the question becomes complicated: Are these grassroots organizations
a legitimate representation of public opinion, or are they distorting
their demographics so much that everything has turned into a travesty?
Should the media organizers totally disregard their voice or incorporate
the reasonable part of it?
Theoretically, in the Internet age, public voices can be more easily
heard. But the dynamics are not as simple as people imagined.

Health for everyone

In pluralistic Hong Kong, residents never hesitate to take the government
to task over real or imagined deficiencies in public services. But this
vocal community is rarely heard complaining about the inaccessibility of
healthcare services or exorbitant hospital charges. Even the poorest
group is assured of good health services, thanks to the government's
fundamental philosophy - no one should be denied proper medical care.
Comprehensive Social Security Assistance (CSSA) recipients are exempted
from paying their public healthcare services bills. The government also
has a fee-waiver mechanism for three non-CSSA vulnerable groups - those
with low-incomes, chronically ill patients and senior citizens - to
protect them from undue financial burden.
This patient-first public health approach is in sharp contrast to the
mainland's health system, marked by medical services that are
increasingly being priced beyond the reach of ordinary people, especially
the underprivileged such as rural residents, the urban poor and migrant
workers.
The seething discontent among those that feel hard done by and resent the
profit-driven medical system has led even the Ministry of Health itself
to acknowledge the mainland's medical reform programme has been
"unsuccessful."
Just three decades ago, the World Health Organization hailed China's
public health system as a model for the world. The goal of the health
programme then was to provide medical care for every member of society.
The quality of services may have varied between rural and urban areas but
no one was plagued by the fear of being left unattended.
Today, things are starkly different. It is true that from 1990 to 2000
the average income rose five-fold in urban areas and three-fold in rural
regions. But it is also true that increases in medical costs have far
outpaced those rates - to be precise, they have increased by a factor of
nine.
The poor, low-income earners and even a large percentage of the
middle-class just cannot take care of their ailing or chronically ill
relatives. Rural areas on the whole have very poor environmental and
sanitary conditions - a breeding ground for disease.
Primary healthcare has come to mean low quality healthcare services for
the poor. Profit-hungry hospitals have built barriers that only the
affluent can cross.
Even State-run medical facilities, supposed to provide "safe, reliable
and inexpensive" services, rely on income from patients for further
development. That statement came from none other than Minister of Health
Gao Qiang. He said hospitals motivated by profit, instead of caring for
the sick, were to blame for some of the problems plaguing the country's
health system.
"Patients' medical bills are being used to cover almost everything, from
the cost of medicines and wages and subsidies for doctors and nurses to
new medical apparatus and hospital facilities."
But Gao held out hope, too, when he said the "next step of medical reform
will focus more on public interest and affordability of medical services
for all."
But how will that be done? We can make medical services more affordable
in three ways - by increasing citizens' income, by increasing insurance
cover or by controlling medical costs. The government has been trying on
all three fronts. But success has come more on the income front than on
insurance and cost-control.
Investment in healthcare must not be seen as an unnecessary burden.
Government funding is just as important as cash pumped into roads,
buildings and bridges, or national security and a sound legal system.
A healthy population means a healthy workforce. Only a healthy workforce
will be able to continue to keep up the pace of China's economic
development.
To achieve that goal, the government must not leave healthcare at the
mercy of market forces. It has to provide basic medical services for the
population in areas where the market fails to deliver.
An estimated 50 per cent of the population will be living in cities in 15
years' time. We must urgently begin to plan for meeting the disparate
needs of the rural and urban floating populations.
To build a better health system, we not only need sound policies, but
also a critical mass of well-informed, open-minded and highly-responsible
officials at all levels that will be able to effectively implement the
directives.
For that we need not look further than Hong Kong. It is the best possible
model that will help us provide, as Gao has said, "health for all."

This scenario needs to be taken seriously because if fixed an asset
investment bounce back cannot be effectively prevented, and the problem
gets worse, economic growth will take the risk of overheating. If this
predicament takes place, the country's efforts to regulate and adjust its
economic goals, as well as the people's development goals will all be
affected in a negative way.

400-kilometer long ancient plank road

There is a well-preserved ancient plank road within the border of
Chongqing's Wuxi County. The plank road is still a major artery of
traffic for local peasants today. The Ninghe ancient plank road is about
400 kilometers long. The unique road winds its way through the main
passage along the Daning River and stretches from the entry of Longmen
Gorge of the Wu Mountain to the Zhenping County in Shaanxi Province, Xi
County in Hubei Province and Chengkou County in Chongqing via Wuxi
County. According to historical records, this plank road was built in the
7th Yongping year (64 AD) of the Han dynasty (25----220 AD).

Hu Jintao meets young Panchen Lama

Feb. 3 - Chinese President Hu Jintao has met with the 11th Panchen Lama
at the Great Hall of the People in Beijing just before the young
religious leader's 15th birthday.
During the meeting Thursday, Hu Jintao asked the Panchen Lama about the
progress of his religious and academic studies and the boy answered for
about ten minutes.
Hu Jintao encouraged him to learn from his predecessor, the 10th Panchen
Lama, and be another model of love for the country and religion.
Bainqen Erdini Qoigyijabu was installed as the new Panchen Lama in 1996.
He is currently studying middle-school lessons with personal tutors.

Ancient horse team for modern city construction

A horse team consisting of over 20 horses was lately plodding down Xiyang
streets in Meixian, Guangdong Province. Hired by electric power
departments in the Meizhou City, the horse team transported materials for
the setting up of high-tension lines in Meijiang District. Horses seemed
to be more effective and safer in carrying goods when the materials had
to be transported over steep mountains.

Beijing's China Centenary Altar. It was the largest special clay art

Hundred-year-old crown on exhibit

On January 15, a resident of Qingdao gazed at an imperial crown worth 2
million yuan on display in the Shangri-la Hotel. Made in 1907, this crown
is one of the last three remaining crowns in the world that is decorated
with 629 diamonds from ancient Europe. The exhibition also shows 160
pieces of the world's top jewelry designed by Cartier and charges no
admission to the public.

More than 30 million minority Chinese groups escaped poverty

Chinanews, Jan.13 - China's poverty-stricken population in regions
inhabited by its minorities has been reduced from 45 million in 1994 to
13.04 million presently. The ethnic groups with smaller populations, such
as the Jinuo and Bulang group, have basically realised the goal of
completely eliminating poverty amongst its people. At the moment, the
peasants' per capita net income in the poverty-stricken ethnic minority
prefectures has increased from 404 yuan in 1992 to 1,340 yuan in 2003.
Over the years that China has actively implemented its economic policies,
it has arranged for treasury bond placements of up to 110.2 billion yuan
to be spent in five autonomous regions, including Xinjiang, Tibet, Inner
Mongolia, Guangxi and Ningxia, accounting for one-eighth of the total
amount of treasury bond issued in China. Treasury bonds are primarily
used for the construction of basic infrastructure facilities for
agriculture, animal husbandry, forestry, water conservancy, railways and
roads, as well as for the "Grain for Green" project, water supply system
in cities and towns, sewage and garbage treatment, drinking water system
for humans and domestic animals, and the agricultural network reforms and
other areas which are related to the daily life of the urban and rural
residents in the minority regions. The amount of work relief subsidies
that has been spent on the ethnic minority regions since 2001 added up to
12 billion yuan, which is half of the total amount used in the entire
country.

NDRC warn against soaring housing price

Chinanews, Beijing, April 18 - According to China Securities Journal,
averagely the housing prices of 70 big and medium-sized Chinese cities
leaped by 6% in the first quarter of 2007, and the figures in Shenzhen
and Beijing even exceeded 10%.
After evaluating the property market, the National Development and Reform
Commission (NDRC) of China warns against the soaring housing prices,
demanding that local governments should take immediate action to exercise
a stronger macro control over the rampaging market.
Experts suggest that the government should issue a different mortgage
rate policy, accelerate the collection of property tax and complete the
housing security system. Surplus land in the market should be handled,
too. Taking the fast economic growth and the dangerous commodity price
level into consideration, China might carry out new deflation policies.
The strong liquidity, single investment channel in the domestic market
and the appreciating RMB have attracted more and more foreign investment,
which has also helped boost the housing price.
Statistics show that the property industry has absorbed some 13.127
billion yuan of foreign investment in the last 3 months, a 154.4% growth
compared with the same period last yearl, including 10.26 billion yuan of
foreign direct investment (FDI).

Stocks surge through key barrier

Shanghai, Apr.13 - The stock index Thursday soared through the
psychological barrier of 3500 points to close at a record 3531.03 after
nine consecutive days of gains.
The Shanghai Composite Index, the most widely-watched indicator of the
mainland stock market, rose 35.81 points, or about 1 percent. Turnover
amounted to 148.37 billion yuan ($19.1 billion), down 5 percent from the
day before.
The Component Index of the Shenzhen Stock Exchange also posted a record
high - up 211.01 points, or 2.16 percent - to close at 9964.78 points on
transaction volume at 85.96 billion yuan ($11.1 billion).
Small and medium caps showed the biggest gains, while the heavyweights
stood firm.
The transportation and real estate sectors were in the spotlight
yesterday. Guangzhou Shipyard International Co Ltd, which posted a 199
percent growth in net profit for 2006, jumped to the maximum trading
range of 10 percent to close at 30.14 yuan ($3.88). Jiangxi Zhongjiang
Real Estate Co Ltd, which posted a 1,242 percent jump in its net profit
in 2006, also soared 10 percent to close at 13.86 yuan ($1.79).
Analysts said the increase, driven by the continuous flow of investment
capital and underpinned by good corporate performance, is likely to
continue in the next few weeks.
"The speed at which investment accounts are being opened will bring lots
of funds into a market already flush with liquidity," said Zhang Yidong,
an analyst at Industrial Securities.
The number of daily new accounts surged to a historic high of 195,000 on
Tuesday, up 3.7 percent from the day before, according to statistics from
China Securities Depository and Clearing Corporation Limited.
Deng Hongguang, an analyst at Orient Securities, said high company
profits in recent years fueled the stock surge.

Anti-smoking campaign gets under way

Beijing, April 8 - An anti-smoking campaign, "Toward a Smoke-free China,"
has been launched to get people to give up the habit which could be
harmful to health.
The campaign was launched in Beijing on Friday with a fund of US$125
million. The money was donated by the New York City Mayor Michael
Bloomberg.
The two-year campaign will be run by the Chinese Center for Disease
Control and Prevention (China CDC), Peking Union Medical College and the
Johns Hopkins Bloomberg School of Public Health.
"The joint scheme will refine and optimize tobacco control intervention
in China," said China CDC director Wang Yu, calling for special attention
to the problem of young people smoking.
Covering about 20 pilot provinces, the project aims to help combat
tobacco use in China by creating smoke-free environments and boosting
anti-smoking education.
Among China's 350 million smokers, a staggering 100 million are under the
age of 18, according to the Ministry of Health.
To redress the situation, China initiated a nationwide
tobacco-free-school campaign in 2003. Both students and teachers are
strictly prohibited from smoking, Wang said.
International experiences show that tobacco taxation is one of the most
effective ways to reduce tobacco use, said Susan V. Lawrence, head of
China programs of the Campaign for Tobacco-free Kids, a US-based youth
smoking intervention organization.
Today's children are tomorrow's future and they deserve top attention and
care under the tobacco-free scheme, Lawrence said.
A WHO survey shows that tobacco consumption by young people drops by 14
percent when cigarette prices are put up 10 percent.
Lawrence said under the Framework Convention on Tobacco Control, ratified
at the end of 2005, China is currently considering introducing strong
warning labels on the use of tobacco products.

A transsexual beauty:Liu Xiaojing
Chinanews, Apr. 17 - After "his" birth, Liu Xiaojing was treated as a
girl. At the age of three, his psychology was upended in a way that often
happened to teenagers. He felt a strong conflict between his
physiological and psychological gender. With a strong belief of his
femaleness, Liu was eager to undergo a sex change operation after the age
of ten. Distressed about his inner conflict, he constantly wanted to hurt
himself.
After a successful transsexual operation and a few plastic surgery
operations in March of 2004, Liu obtained a new legal identity card as a
female. Last December, she participated in China's first ever Miss
Artificial Beauty contest and won the best media impression award.
Liu Xiaojing, twenty-two years old, is a dancer in south China. On April
16th, Liu participated in the first Wei Ning Artificial Beauty Promotion
Fair in Beijing.

The 97th China Export Commodities Fair (Canton Fair) will be held in the
Guangzhou Liuhua and Pazhou exhibition halls simultaneously from Apr.

China suspends 43 coal mines

Chinanews, April 5 - The State Administration of Work Safety (SAWS)
claimed in a notice on April 5th that 43 coal mines are to be suspended
for safety improvements as part of a campaign to back-check coal mine
safety.
Li Yizhong, director of SAWS pointed out that a tough battle against gas
explosions has been launched in an attempt to reduce all too frequent
coal mine accidents. Li attached great emphasis to enforcement of the
already-issued 7 measures on gas treatment. Leadership groups were set up
in the 20 key coal-producing provinces to supervise 45 key coal mines.
Experts will initiate technology consultation with the 45 coal mines that
have suffered severe gas disasters.
SAWS also confirmed that local governments were actively investigating
the latest five cases of gas explosions in Suzhou, Shanxi and other
areas, and as well the leakage of liquid-chlorine onto the
Beijing-Shanghai Expressway. Some of the persons and units responsible
for these accidents have already received penalties.

"Chrysanthemums" blossom in a stone

There is a strange stone in central Zaozhuang City, Shandong Province,
which measures 192cm high, 90cm wide and over 1,000kg in weight. Its
collector calls it the "chrysanthemum stone." Experts agree that the more
than 100 vivid chrysanthemums that have blossomed in the stone formed
naturally. The collector discovered the stone in Xuan'en County, Hubei
Province.

After 11 weeks on top of the US charts, "National Treasure" made a strong
showing on the Mainland. During the first three days of its Guangzhou
debut the movie earned 1.2 million yuan, the highest short-term sales for
a foreign movie in China in the first quarter of this year. Industrial
resources estimate that the movie will earn as much as 6 million yuan in
China.

Largest juice group to be established

(Mar.29, 2005) Beijing Huiyuan Juice and Beverage Group Corp., China's
biggest fruit juice producer, and Tong Yi Industrial Corporation,
Taiwan's biggest food enterprise, signed a joint venture agreement. Tong
Yi acquired a 5% share of China Hui Yuan Juice Holdings Co., Ltd., Cayman
Islands through Tong Yi Cayman Investments at a price of 30.3 million
USD. Huiyuan Group holds a 95% share by way of capital contribution. Tong
Yi is the biggest supplier to the domestic normal temperature fruit juice
market, while Huiyuan is the third biggest normal temperature and second
biggest refrigerated juice supplier. A fruit juice giant will emerge from
the progressive cooperation of both parties.

Scrap credit cards a Shanghai artwork

On the evening of March 26th, a mosaic of 200,000 scrap credit cards took
shape on the outside wall of the Museum of Modern Art on Shanghai's
Duolun Street. The work, "Shanghai Card Cool," was designed by Hong Yi, a
Taiwanese artist. It covers a total of 500 square meters, uses 20,000
scrap credit cards and VIP cards, and is tacked to the wall with special
glue. The artwork is set to be finished in early April. On Sunday
morning, several "spider men," who specialize in cleaning the outsides of
tall buildings, were employed to affix credit cards to the higher parts
of the wall.

Another 2 Shangri-La in Shanghai

Shangri-La's first hotel management training center located in Shanghai
debuted on March 24th, marking the beginning of its large-scale expansion
in the city. With a total investment of US million (1.1 billion yuan),
the second-phase extension project of Shangri-La's Pudong Branch will end
this July. In addition, construction plans for its Puxi Branch and second
Pudong Branch have surfaced. Shangri-La's history of having only one
hotel in Shanghai will soon come to an end.

Museum at Beijing's Baoguo Temple. The museum exhibits thousands of sets
of fine poker cards from home and abroad. China produces 2 billion packs
of playing cards every year, or 80% of the world's total, making it the
world's largest producer of playing cards. There are also 150,000 playing
card collectors in China.
