China's per capita GDP might hit US$3,000 by 2010

Chinanews, Beijing, Apr. 29 �C Since 2003, Chinese national economy has
maintained a double-digit growth for four years consecutively. China's
economic strengthen has greatly increased. An economist said on Friday
that if such economic growth rate could continue, by 2010 China's per
capita GDP might hit 3,000 US dollars.
��In 2002 when we deliberated the report (draft) to be delivered by the
General Secretary of the CPC Central Committee at the CPC 16th National
Congress, we predicted that by 2010, China's per capita GDP could reach
1,700 US dollars, and by 2020, the figure could further hit 3,000-3,200
US dollars,�� said Zhang Zhuoyuan, an academic committee member from the
Chinese Academy of Social Sciences when he attended the Third China
Fortune Forum held in Beijing on Friday.
Now four years have passed. During this time, China's economic growth
rate had quickened and some economic figures had been modified. At the
same time, the value of Renminbi had continued to rise. As a result,
China's per capita GDP already touched the 1,700-US-dollar mark in 2005,
a figure that we previously thought might be touched in the year of 2010.
In 2006, the per capita GDP figure further hit 2,004 US dollars. If such
trend continues, China's per capita GDP will reach 3,000 US dollars by
2010, not in 2020 as we previously thought, said Zhang.

China to reduce tax refund for high-polluting goods

Chinanews, Beijing, Apr. 27 �C China is trying to make some policy
changes in order to control the export of high energy-consuming,
high-polluting resource products. In doing so, China will gradually
reduce the tax rebate level for primary processed products, said Jia
Yinsong, deputy director of the State Development and Reform Commission,
on Thursday.
In recent years, Chinese government has taken a series of measures to
control the export of high energy-consuming goods. As a part of these
efforts, the government has reduced the tax refund for exported rolled
steel. However, during the first quarter of this year, the export amount
of high energy-consuming goods soared, which aroused the government's
attention.
During the first three months of the year, China exported 14 million tons
of rolled steel and 1.78 million tons of steel billets, up 120% and
98.1%, respectively, compared with the same period last year. In
addition, the export of coke and iron alloy also increased by 20% and
70%, respectively.
In regard to the widespread saying that China will reduce tax rebate for
textiles, Jia didn��t respond to it directly. However, he said that
Chinese government would take effective measures to trying to drag down
the huge trade surplus.
Although during the first three months of the year, trade surplus shrank
to some extent, still trade surplus stood at 46.44 billion US dollars. So
it might take some time before China can finally reduce huge trade
surplus dramatically.

The pair of pandas selected for Hong Kong

WOLONG, Sichuan, April 26 - The panda couple selected as gifts for Hong
Kong left their hometown in China's southwestern Sichuan Province
Thursday morning for their new home in the southern metropolis.
The pandas, the second pair of the rare animals that the central
government presents to Hong Kong, are gifts in celebration of the 10th
anniversary of Hong Kong's return to the motherland.
The truck carrying the couple departed the China Panda Protection and
Research Center in Wolong around 8:00 a.m. Thursday in rain for the
airport more than 100 km away in the provincial capital of Chengdu, where
they will take a special plane to Hong Kong.
The pandas were placed at 7:00 a.m. inside two iron-wood cages, which are
1.45 meters long, 1.12 meters wide and 1.55 meters high.
"The cubs are in a good shape and the 10-hour journey won't be a big
problem for them," Li Wei, a publicity official of the Wolong Center,
told Xinhua.
They will have comfortable space and enough food and water during the
trip, according to Li.
Both born in 2005 at the Wolong Center, the male panda presently
identified as No. 606 weighs 69.6 kilograms and the female, No. 610, 61.3
kilograms, according to Li.
Selected out of 15 candidates, they are described as "well-mannered,
lovely, mentally healthy and easy going".
The pandas will be taken care of through out the trip by five experts
including a vet and a feeder from the research center, and a vet, a
feeder and a nurse from the Hong Kong Ocean Park, who had been trained to
take care of the pandas in Wolong for three months.
The chartered plane are expected to arrive at the Hong Kong International
Airport at around 4:30 p.m., where a handover ceremony will be held and
the names of the pandas will be announced.
A vet from the Hong Kong Agriculture, Fisheries and Conservation
Department will go on board to conduct preliminary checkups for the pairs
when they landed to make sure they are fit for further transportation.
The pandas will then be transported straight from the airport to the
Ocean Park where they will be quarantined for about 30 days.
After adapting to their new living environment in the Ocean Park, the
pandas are expected to meet the Hong Kong public on July1.
The Central Government presented the first pair of pandas, "An An" and
"Jia Jia," as gifts to Hong Kong in 1999 and they now also live at the
Ocean Park.

China will put more than 500 China-made high-speed trains into operation
this year after boosting the speed limit for rail traffic for the sixth
time, the Ministry of Railways said on Thursday.

Beijing, April 13 - China will put more than 500 China-made high-speed
trains into operation this year after boosting the speed limit for rail
traffic for the sixth time, the Ministry of Railways said on Thursday.
The speed boost will start on April 18, said Hu Yadong, the ministry's
vice minister, at a press conference held in Beijing.
Hu said 280 high-speed trains will be put into operation on April 18 and
a total 514 such trains be in use by the end of this year.
Hu said raising the speed limit will help to boost passenger and cargo
capacity on the nation's 77,000-km railway lines by 18 percent and 12
percent respectively.
Travel time between major cities will be slashed by up to 50 percent as
the trains will travel at speeds of up to 250 kilometers per hour, said
Hu. Currently, express trains in China travel at an average of 115
kilometers per hour.
He Huawu, chief engineer of the ministry, said the upgrade of 6,003
kilometers of track has cost an estimated 29.6 billion yuan (3.8 billion
U.S. dollars).
The high speed trains show that China has mastered technology that was
once held by Japan, Germany and France, said Zhang Shuguang, the
ministry's deputy chief engineer.

Super luxurious yacht arrives in Shanghai

These are the pictures (taken on April 3, 2007 ) of one of the most
famous luxurious yachts, Octopus, which is now staying in Shanghai, at a
port next to the Huangpu River. There is a cinema, a hospital, a dock, a
baseball field and 2 helipads also working as basketball courts. The
owner of Octopus is Paul Allen, one of the initiators of Microsoft. It
cost him $250 million to buy Octopus in 2003.

A transsexual beauty:Liu Xiaojing

Chinanews, Apr. 17 - After "his" birth, Liu Xiaojing was treated as a
girl. At the age of three, his psychology was upended in a way that often
happened to teenagers. He felt a strong conflict between his
physiological and psychological gender. With a strong belief of his
femaleness, Liu was eager to undergo a sex change operation after the age
of ten. Distressed about his inner conflict, he constantly wanted to hurt
himself.
After a successful transsexual operation and a few plastic surgery
operations in March of 2004, Liu obtained a new legal identity card as a
female. Last December, she participated in China's first ever Miss
Artificial Beauty contest and won the best media impression award.
Liu Xiaojing, twenty-two years old, is a dancer in south China. On April
16th, Liu participated in the first Wei Ning Artificial Beauty Promotion
Fair in Beijing.

IT products export boosted

Chinese Vice-Minister of Commerce Wei Jianguo revealed recently that the
Ministry of Commerce will formulate seven measures to promote China's IT
product export. These measures include: striving to realize a 17% export
tax rebate on hi- and new-tech products and IT products; simplifying
export procedures; lowering the expense for convenient customs clearance
services to US million from US million; allowing enterprises with an
annual export volume of more than US million to apply for export credits;
allowing software manufacturers with an annual export volume of over US
million to apply for export credits; simplifying claim settlement
procedures for exported products; and accelerating the issuance of

China suspends 43 coal mines

Chinanews, April 5 - The State Administration of Work Safety (SAWS)
claimed in a notice on April 5th that 43 coal mines are to be suspended
for safety improvements as part of a campaign to back-check coal mine
safety.
Li Yizhong, director of SAWS pointed out that a tough battle against gas
explosions has been launched in an attempt to reduce all too frequent
coal mine accidents. Li attached great emphasis to enforcement of the
already-issued 7 measures on gas treatment. Leadership groups were set up
in the 20 key coal-producing provinces to supervise 45 key coal mines.
Experts will initiate technology consultation with the 45 coal mines that
have suffered severe gas disasters.
SAWS also confirmed that local governments were actively investigating
the latest five cases of gas explosions in Suzhou, Shanxi and other
areas, and as well the leakage of liquid-chlorine onto the
Beijing-Shanghai Expressway. Some of the persons and units responsible
for these accidents have already received penalties.

"Chrysanthemums" blossom in a stone

There is a strange stone in central Zaozhuang City, Shandong Province,
which measures 192cm high, 90cm wide and over 1,000kg in weight. Its
collector calls it the "chrysanthemum stone." Experts agree that the more
than 100 vivid chrysanthemums that have blossomed in the stone formed
naturally. The collector discovered the stone in Xuan'en County, Hubei
Province.

Largest juice group to be established

(Mar.29, 2005) Beijing Huiyuan Juice and Beverage Group Corp., China's
biggest fruit juice producer, and Tong Yi Industrial Corporation,
Taiwan's biggest food enterprise, signed a joint venture agreement. Tong
Yi acquired a 5% share of China Hui Yuan Juice Holdings Co., Ltd., Cayman
Islands through Tong Yi Cayman Investments at a price of 30.3 million
USD. Huiyuan Group holds a 95% share by way of capital contribution. Tong
Yi is the biggest supplier to the domestic normal temperature fruit juice
market, while Huiyuan is the third biggest normal temperature and second
biggest refrigerated juice supplier. A fruit juice giant will emerge from
the progressive cooperation of both parties.

Scrap credit cards a Shanghai artwork

On the evening of March 26th, a mosaic of 200,000 scrap credit cards took
shape on the outside wall of the Museum of Modern Art on Shanghai's
Duolun Street. The work, "Shanghai Card Cool," was designed by Hong Yi, a
Taiwanese artist. It covers a total of 500 square meters, uses 20,000
scrap credit cards and VIP cards, and is tacked to the wall with special
glue. The artwork is set to be finished in early April. On Sunday
morning, several "spider men," who specialize in cleaning the outsides of
tall buildings, were employed to affix credit cards to the higher parts
of the wall.

Housing credit policy to be adjusted

Chinanews, Beijing, March 16 (By Weng Yang) - The People's Bank of China
has decided to carry out two adjustments to the self-employed personal
housing credit policy of commercial banks on Mar 17th, 2005. It also
lowered the deposit interest rate of excess capital reserves for
financial institutions to 0.99%, down from the current annual rate of
1.62%. The interest rate of legal capital reserves still remains at 1.89%.
The first adjustment will raise the lowest rate of initial payment in
personal housing loans to 30% from the current 20% in cities and regions
where housing prices increase too rapidly. There will be no uniform
degree of increase for these areas, but instead, commercial banks will
define initial payment rates according to statistics on regional housing
price fluctuations released by relevant national departments.
The second adjustment will unify the current housing prime and lending
rates, and implement a lower control limit. The lower limit on the
housing interest rate should be 90% of the benchmark rate for
corresponding loans. Commercial banks can independently define the
housing interest rate as well as internal pricing regulations according
to concrete conditions. Take, as an example, a more than five-year
personal housing loan: the lower limit of the housing interest rate
should be 90% of the benchmark lending rate, which is 6.12%. The result
is 5.51%, 0.2 percentage point higher than the current 5.31% prime rate.

Death penalty in China to undergo stricter review

BEIJING, March 9 - China will further refine the death penalty review
process this year, Chief Justice Xiao Yang told the on-going annual
session of the National People's Congress(NPC), China's top legislature,
here Wednesday.
Xiao Yang, president of the Supreme People's Court, said in his annual
work report that his court will promote reform in the justice system to
safeguard justice in jurisdiction.
The president did not elaborate on the details of reforms, but said
earlier when answering questions of the Human Rights magazine last month
that China strictly controls the application for death sentence and
strictly follows the procedures of passing death sentence.
China has implemented the policy of "combining punishment with leniency"
and oppose advocacy of "heavy penalty" and "severe punishments", he told
the magazine.
"To those convicted guilty of serious crimes, we approved the capital
punishment according to law," he told the parliament in his report. "To
those convicted of felony crimes but there were circumstances for
leniency, we would change the capital punishmentto death penalty on
probation or life imprisonment according to law."
According to Xiao, China's courts at all levels sentenced a total of
767,951 convicted criminals last year, up 2.8 percent from a year ago.
Among the convicted criminals, 19.04 percent were sentenced to more than
five years imprisonment, life imprisonment and death penalty.
Some Chinese scholars have proposed abolishing capital punishment, but
many others did not agree. The issue has caused a heat debate.
Responding to the call to abolish all death penalty, the China Youth
Daily said in a recent report that China should reform its criminal
punishment system and set longer years behind bars than the maximum of 20
years imprisonment before death penalty is gradually reduced.

China's import of crude oil has limited effect on world prices

Chinanews, Beijing, Mar. 7 - Mr. Ma Kai, director of the National
Development and Reform Commission, said today that China's import of
crude oil had limited effect on world oil prices because China was a big
oil producing country as well as a big oil consuming country. He pointed
out that the Chinese government advocated energy conservation and adopted
the policy of "Encourage both harnessing and conserving, with
conservation as priority", and mainly relied on domestic resources to
satisfy demand.
To answer the question of China's shortage of electricity, Mr. Ma said
that electricity is a commodity. It was normal that there would be
fluctuation in the supply and demand for electricity. He pointed out that
China's construction of power stations has never paused. Newly installed
power generation capacity, funded by the government, broke the world
record last year. Therefore, rumors that the government had no power
plant project for three years did not accord with facts.
Why does the gap still exist in spite of the fast development of power
plants? In Mr. Ma's opinion, the root problem is that the fast growth of
power supply cannot meet the rise in power demand. In the last two years,
the growth rate of power demand was approximately 15 percent annually,
which was unusually high in China's as well as world history.

BEIJING, March 6 - Li Changchun, a top Communist Party of China (CPC)
official, highlighted Sunday the vital role of culture in the course of
building a "harmonious society", the latest initiative of the Chinese
leadership to balance the country's economic growth and social
development.
"Building a harmonious socialist society is a major task put forth by our
Party in making the Chinese society more affluent andushering in new
advancement of the socialist cause with Chinese characteristics," said
Li, a member of the Standing Committee of the Political Bureau of the CPC
Central Committee, the Party's nine-member top decision-making body,
while joining in a panel discussion of lawmakers from south China's
Guangdong Province Sunday morning.
The lawmakers, or deputies to the National People's Congress (NPC), are
here for the annual full session of the top legislature.
During the discussion, Li echoed the lawmakers' view that the Government
Work Report, which Premier Wen Jiabao delivered at the opening of the NPC
session Saturday, was a "good report" underlining the building of a
harmonious society.
"In the building of a harmonious socialist society, the development of an
advanced socialist culture is of much importanceas it can provide a
strong ideological guarantee, as well as powerful spiritual support, for
our efforts," said Li, who is in charge of the Party's cultural and
ideological work.
It is essential to go on upholding the guiding status of Marxism in the
ideological field, spare no effort to carry forward China's great
national spirit, especially patriotism, and actively promote the
socialist ethics, added Li.
Li, the former provincial Party chief of Guangdong, also urged the
booming southern coastal province to take the lead and play an exemplary
role in building a harmonious society.

Tibetan tourism "Master Plan"

HSBC Holdings published its 2004 final results on Monday. S.K.Green,
Group Chief Executive, and D.G.Eldon, non-executive Director of Swire
Pacific Limited, attended the press conference. HSBC Holdings earned 92.2
billion HKD last year, while HSBC HK earned 33.5 billion HKD last year,
an increase of 30% over 2003. HSBC predicted that the growth of Hong
Kong's local economy would slow this year, mainly impacted by the US
economy and macro-control of mainland China.

China's first private airline to take off

Chinanews, Feb. 27 - The monopoly of China's civil aviation market, by
state-owned and local-gov't-owned airlines that has lasted several
decades, finally came to an end. At about 1:00 pm yesterday, a Boeing
737-900 marked with "Okay" landed at Changsha for the first time. Later,
Okay Airways officially executed an agreement with the Huanghua
International Airport to open the Tianjin-Changsha-Kunming route, which
would commence operations on March 5th. This means that Okay Airways will
be the first private airline in China's civil aviation history.
Besides Okay Airways, private airlines that have received approvals to
set up in China include United Eagle Airlines, Spring International
Airlines and other private airlines. These private airlines have a common
idea: to provide budget flights. In fact, Okay Airways is the pioneer
that will test the waters for China's budget airlines.

Competition in domestic retail market heats up

According to the agreement allowing for China's entry into the WTO, trade
was fully opened to the outside beginning last Dec.11. Many foreign
retailers including Wal-Mart, Carrefour, Metron, Baianju, Jusco, Yichu
Lotus, and Haoyodo that have already entered the Chinese domestic market
on a considerable scale prepare to expand investment and open new shops
in China, extending into large and medium cities. The result has been
fierce competition in the domestic retail market this year. A foreign

A performing tour was held on February 13th to celebrate the Chinese New
Year of the Rooster. Tens of thousands of citizens stood alongside
streets to watch the performances. The performing tour, consisting of
various performances such as the dragon dance, lion dance, "emperor on
inspection tour" and traditional dance, filled Sydney's streets with a
festive and lively atmosphere.

Global notebook computer sales exceeded 48 million in 2004

On February 3, 2005, IDC released its latest statistics of notebook
computer sales in 2004. It stated that global laptop computer sales
exceeded 48 million in 2004, an increase of 24% over the previous year's
39 million. The top ten laptop makers in order were Dell, HP, Toshiba,
IBM, Acer, Fujitsu Siemens, NEC, Sony, Apple and ASUS.

According to the World Health Organization, one billion people in the
world are overweight, while three hundred million of them suffer from
obesity. This will result in long-term health problems. These problems
are most acute in the United States, with as much as 110 billion US
dollars of economic loss and medical care expenses in 2004 resulting from
obese people taking sick leave and seeing doctors. The urban population
of China and other developing countries are facing these problems as
well, just like in the wealthy nations.

Jan. 29 - China Southern Airlines Company has signed an agreement with
Airbus for the purchase of five A380s.
The purchase marks the first commitment placed by a Chinese carrier for
the recently unveiled largest aircraft in the world.
Airliner chairman Liu Shaoyong said the A380 will further increase his
company's competitiveness in the global market.
Airbus President and CEO Noel Forgeard said the purchase marked a
significant breakthrough of Airbus' business in China.

Chinanews, Jan. 25 - Last Friday, the China Banking Regulatory Commission
(CBRC) ended its 2005 work conference. At the conference, Liu Mingkang,
chairman of CBRC, pointed out that the commission would continue reforms
of the Postal Savings and Remittance Bureau, which would include building
a postal savings bank and legally incorporating it in the banking
supervisory system. These words painted a bright prospect for the postal
savings bank.
It was also mentioned in the following conference briefing that the CBRC
must "firmly grasp" reforms of the postal savings system this year. This
was the first time the government took a clear and definite stand on
whether to turn the system into a bank after seven to eight years of
heated discussion.
The bureau has become a great burden for the country's implementation of
financial policies. Since it was established in 1986, the bureau has only
absorbed deposits and never offered loans. The deposits were all
transferred to the Central Bank, which paid a higher interest rate than
postal savings. Therefore, the bureau easily made a profit from the
interest rate spread.
In the face of market pressure, postal savings funds have been actively
invested in the interbank bond market in 2004. The size of the account
approached 170 billion yuan at the end of 2004, almost four times the
2003 figure. Among more than one thousand Chinese institutions that
entered this market, the bureau ranked 28th.
Meanwhile, the snowball of the Postal Savings and Remittance Bureau
rolled on and on. Statistics from the bureau indicated the postal savings
balance had grown to 1.07 trillion yuan by the end of 2004, accounting
for nearly one tenth of the national deposits.

paintings by 13 famous French impressionist masters. Wong Sean-yee,
Director of the Leisure and Cultural Services Department, pointed out in

these impressionist treasures of the world from renowned museums such as
the Paris Musee d' Orsay reconfirmed the professional prestige Hong

Thousand-year-old Haifeng Pagoda

On January 18, 2005, the thousand-year-old Haifeng Pagoda resurfaced in
north Shandong after disappearing for years. The new 13-storey pagoda is
found in Shandong's Wudi County. More than 1300 years old, it was torn
down in 1957 because of serious damage to the body which posed a danger
of collapse. In June 1991, the County Party Committee and the county
government decided to rebuild the pagoda.

sporting goods industry, and the National Basketball Association of
America (NBA) jointly announced in Beijing that the Li-Ning Company had
officially become the NBA's strategic joint-venture partner. According to
the agreement, Li-Ning's basketball and brand promotion activities will
appear on live broadcasts of NBA matches as well as the NBA's official
global websites, including its Chinese official website. The NBA will
help the Li-Ning company to contract suitable NBA sportsmen to handle
advertising and promotional activities.
