Patience 'key to resolving' nuclear issues

HANOI: President Hu Jintao said yesterday that "wisdom and patience" are
needed to find solutions to the nuclear issue on the Korean Peninsula.

He made the remarks during 75 minutes of talks with US President George
W. Bush on the sidelines of the Asia-Pacific Economic Co-operation (APEC)
forum, which concluded yesterday.

Hu expressed keenness to work with all parties, including the United
States, for the resumption of the Six-Party Talks at an early date.

"We should insist on peaceful dialogue to find practical solutions with
wisdom and patience to achieve the denuclearization of the peninsula at
an early date," Hu said.

He urged all parties to honour the commitments made in a joint statement
in September last year.

In the statement, the Democratic People's Republic of Korea (DPRK)
committed to abandoning all nuclear weapons and nuclear programmes, while
the US affirmed that it has no nuclear weapons on the Korean Peninsula
and has no intention of attacking or invading the DPRK.

But follow-up discussions last November failed to make any progress on
implementing the deal and the six-nation talks have been stalled since
then.

Pyongyang drew international outcry by conducting a nuclear test on
October 9.

Bush said that China and the United States realize that working together
can accomplish a lot for global security.

"China is a very important nation and the United States believes strongly
that by working together we can help solve problems such as with North
Korea (the DPRK) and Iran," the US president said.

Wang Yusheng, a senior diplomatic researcher, said there have been a
series of strategic dialogue meetings between China and the United States
this year on political and economic issues.

"The increasing consensus reached through high-level exchanges is
bringing about more co-operation in areas of common concern," Wang said.

This year, Hu and Bush have met three times, had four telephone
conversations and maintained an exchange of letters.

"It is fair to say that we have kept in very close touch and promoted
China-US relations," said Hu.

On the Iranian nuclear issue, Hu urged all parties to "be patient and
calm" and engage in a dialogue with Teheran to find an effective solution.

Bush said the United Nations Security Council should adopt a resolute and
rational attitude towards the Iranian nuclear issue.

On the Taiwan question, Hu urged the US to handle it properly by keeping
commitments it made and not sending wrong signals to Taiwan
"independence" secessionist forces so as to safeguard Sino-US strategic
interests.

Bush said that his country understands the sensitivity of the question as
well as its impact on Sino-US relations. The US Government's policy on
Taiwan remained unchanged, he pledged.

Economic dialogue

China and US will hold their first strategic economic dialogue next
month, according to Hu.

Vice-Premier Wu Yi and US Secretary of Treasury Henry M. Paulson will
lead the delegations.

Hu noted that bilateral trade has expanded rapidly. According to US
figures, US exports to China in the first seven months of this year rose
35 per cent. Bilateral trade reached US$211.63 billion last year, up 24.8
per cent over the previous year. China enjoyed a surplus of US$114.17
billion last year.

Bush admitted there are some problems in bilateral trade. "Nevertheless,
we both adopt a spirit of mutual respect and the desire to work through
our problems for the common good of our peoples."

Hu also called for increasing co-operation in the Asia-Pacific region to
maintain peace, stability and prosperity. The two sides should expand
exchanges in such sectors as anti-terrorism, non-proliferation, defence
and energy, he said.

Russia's WTO bid comes closer to fruition

MOSCOW -- Russia and the US say they will sign a landmark deal in the
coming days paving the way for Russia to join the World Trade
Organization -- a goal that Moscow has doggedly pursued for the past 12
years and that has been one of the key objectives of Vladimir Putin's
presidency.

The breakthrough removes a major irritant in relations between Moscow and
Washington that have been strained by disagreements over Iran and US
accusations that Russia is backsliding on democracy and human rights and
using energy to bully its neighbors.

"We have an agreement in principle and are finalizing the details," US
Trade Representative Susan Schwab said. She said the deal "will mark an
important step in Russia attaining membership of the WTO."

Russian officials said delegations of both countries were trying to make
sure the deal would be ready for signing when Mr. Putin and President
Bush meet during the Asia-Pacific Economic Cooperation Forum summit in
Hanoi, Vietnam during the week.

The US is the only one of Russia's major trading partners that hasn't
signed a bilateral trade deal with Moscow, provoking much frustration in
the Kremlin. Russia had hoped to reach such an agreement in time for
July's G-8 summit, which it hosted, and the failure to do so cast a pall
over the meeting. Both countries set an informal deadline of the end of
October, but a week of negotiations in Washington last month ended
without progress.

Central to the deal was the resolution of a longstanding dispute over the
safety of US beef and pork exports. Russia insisted on inspecting all US
exporters' meat-production facilities before it agreed to lift
restrictions on such imports. The results of the inspections, which took
several months, were positive, according to a person close to the talks.

Meanwhile, the US appears to have made concessions on access to Russia's
financial-services market. It had initially demanded that Moscow allow
foreign banks and insurance companies to open branches in Russia.
According to US trade officials, the final deal allows only insurance
companies to open branches. But Russia agreed to allow the total share of
foreign investment in the banking sector to rise to 50% from 25%,
according to a person familiar with the talks.

Russia also agreed to improve protection and enforcement of
intellectual-property rights -- a key issue for US copyright groups that
have long complained about rampant compact-disc and computer-software
piracy in Russia.

WTO membership would mark a milestone for Russia, demonstrating to the
world that it adheres to the rules of global trade, has eradicated the
last vestiges of socialism and is fully integrated into the world economy.

But the country faces several more months of negotiations before it can
join the WTO. Once the bilateral deal with the US is signed, it must
enter multilateral talks under WTO auspices in Geneva, which will set the
final rules for its entry into the organization. Analysts say the US has
kicked some of the more contentious issues in its trade talks, such as
protection of intellectual-property rights, to the multilateral forum,
and negotiations there could drag on for months.

Russia also has to wrap up bilateral deals with Costa Rica, Georgia and
Moldova, and some officials in the latter two countries have threatened
to block Russia's WTO accession in retaliation for trade sanctions Moscow
has imposed on them.

In practical terms, WTO membership may have little impact for Russian
companies, since the country's main exports -- oil and gas -- are rarely
subjected to protective tariffs. But it would safeguard some companies,
such as steel producers, from arbitrary sanctions while allowing Western
companies greater access to the potentially huge Russian market for
agricultural goods, aircraft and finance.

Last month, executives from 13 major US corporations, including Chevron
Corp., Citigroup Inc. and Ford Motor Co., wrote to Messrs. Bush and Putin
urging them to wrap up a WTO agreement, saying it was in the economic
interests of both countries to reach a deal.

Andrew Somers, head of the American Chamber of Commerce in Russia, said
the deal would give a huge boost to the US-Russian economic relationship.
"This will facilitate the conclusion of major industrial transactions
between US and Russian companies, including those in strategic sectors,"
Mr. Somers said.

Obstacles to Russia's WTO bid still remain. The US Congress must decide
whether to approve "permanent normal trade relations," or PNTR, with
Russia before it can join the WTO. That would entail removing a Cold
War-era trade restriction known as the Jackson-Vanik amendment that
linked US trade benefits to the emigration policies of communist
countries.

Congress recently approved PNTR for Ukraine, which is hoping to join the
WTO this year. But Russia is still subject to Jackson-Vanik, which it
dismisses as an anachronism, and some in Moscow fear a
Democrat-controlled Congress will be less likely to repeal it than a
Republican one. Democrats have traditionally taken a harder line on
Russia's human-rights record than Republicans.

UNITED NATIONS - Russia proposed major deletions to a European draft UN
resolution aimed at stemming Iran's nuclear ambitions, according to a
text of Moscow's proposed amendments obtained by Reuters on Tuesday.

Moscow's objections to the sanctions plan, which included eliminating an
assets freeze and a travel ban, are bound to drag out talks through
November. They were discussed at a meeting of six major powers on Tuesday.

"Clearly I think in a number of difficult areas the difference cannot be
bridged so I believe there should be more reflections in capitals,"
China's UN ambassador, Wang Guangya, said after the meeting.

Other envoys said the talks were still at an early stage. "The main thing
is we now have a European proposal on the table. We now have some Russian
amendments. We now have some American amendments and we need to discuss
them," Russia's UN ambassador, Vitaly Churkin, said.

But he conceded, "There is a considerable gap."

The sanctions seek to punish Iran for refusing to suspend work on uranium
enrichment, as an August 31 Security Council resolution demands.
Washington believes the enrichment is a cover for bomb-making and Tehran
says it is for peaceful uses.

The European draft UN Security Council resolution, drawn up by Britain,
France and Germany, demands nations prevent the sale and supply of
equipment, technology and financing contributing to Iran's nuclear and
ballistic missile programs.

Russia instead wants this provision to focus only on "enrichment-related
and reprocessing activities," heavy-water reactors and the development of
"nuclear weapon delivery systems." And Russia says such sanctions should
be determined by national governments rather than be mandatory for all
nations.

TOKYO -- Japan's new prime minister has an ambitious plan for spurring
the economy and helping the country forge a place for itself in the
hothouse of East Asia. He wants Japan to throw off its reputation as an
island nation that shies away from international affairs and shuns
foreigners and their businesses, and instead open up to the world.

Shinzo Abe, who in September became leader of the world's second-largest
economy, took over a country that has recovered from a decade-plus slump
but still faces long-term problems. With the population declining, there
are progressively fewer Japanese to produce and consume, making it
increasingly harder for the economy to expand. That trend might
eventually lead to lower standards of living and a decline in
international influence.

Meanwhile, relations with Japan's neighbors have been tetchy, raising
questions about the security of a nation that has thrived for 60 years by
spending relatively little on its military. Japan disputes some maritime
gas fields with China, which has increased military spending and whose
economy could be bigger than Japan's in a decade or two. Staunchly
anti-Japanese North Korea recently tested missiles and then a nuclear
device.

Mr. Abe has been giving a series of interviews with foreign media this
week. Talking to The Wall Street Journal, he outlined his broad solution
for Japan's myriad problems: greater openness and a more active role in
international affairs. That would be a major change for Japan, which
thrived after World War II by shying away from international affairs and
promoting exports while restricting imports.

"It's been over 60 years since the war, and 60 years marks one
generation," said Mr. Abe, who at 52 is Japan's youngest leader since the
war and the first to have been born after the war. "I'd like to start
working on creating a new nation, looking at the next 60 to 100 years."

Mr. Abe scored high marks in his first month in office, swiftly visiting
Beijing and Seoul to mend chilly political relations. It isn't clear yet
whether Mr. Abe will succeed in his economic mission. His plans are still
vague and in their early stages. What is more, Mr. Abe is taking over at
a time when there are few short-term economic problems, which may make
the longer-term issues appear less pressing.

One reason for the need to open up is Japan's national debt, which is
equivalent to 175% of gross domestic product -- compared with 64% for the
U.S. The cost of servicing this debt is pushing the total even higher. An
expanding economy could generate higher tax revenue, but with fewer
people working and paying taxes as the population shrinks, the only
solution is to make each person more productive.

"There can be no rebuilding of national finances without growth," Mr. Abe
said. "That's why we need more innovation and openness to raise
productivity, and increase tax revenues."

Among Mr. Abe's plans is to bring more foreign companies to Japan to help
boost growth. Japan's foreign direct investment was equivalent to just 1%
of GDP in 2003, compared with 25% for the U.S. and 43% for France. Mr.
Abe said he plans to look at regulations that might make it difficult for
foreign businesses to set up in Japan, and at the current system of
regulating mergers and acquisitions.

On China, Mr. Abe said he hopes the countries can embark on energy
projects together. The two countries dispute some islands in the East
China Sea, which Japan calls the Senkaku and China the Diaoyu. These are
close to gas fields that both countries want to develop. "Japan and China
are both energy importers," Mr. Abe said. "So it would be best if,
instead of trying to take energy off each other, they cooperated."

He also said a free-trade agreement with China was "within my field of
vision" -- though a condition would be for China to better protect
intellectual-property rights.

Mr. Abe already has set up some original cabinet portfolios that he hopes
will help flesh out his vision. He appointed a minister in charge of
"innovation" and put the economy minister in charge of "second chance"
programs: Mr. Abe thinks Japanese entrepreneurs should be encouraged to
pick themselves up and learn from their mistakes as they can in the U.S.
In Japan, failure tends to be seen as shameful and marks a businessman as
someone not to be trusted again with venture capital. Mr. Abe also wants
more Japanese to be able to take a midcareer break to go to graduate
school.

"I want to give people chances at different ages," he said. "That will
revitalize Japan."

Japan's oil strategy hits snags

Tokyo -- Just five months after its unveiling, Japan's ambitious 25-year
plan to sharply increase oil and gas development is hitting snags,
suggesting Tokyo may find it even harder than expected to stabilize the
nation's future energy supply.

On Monday, Exxon Mobil Corp. said it reached a preliminary agreement to
sell natural gas from a giant project off Russia's Sakhalin Island to
China, instead of to Japan as originally planned. This came several weeks
after Russia ratcheted up regulatory pressure that could jeopardize
another Sakhalin gas project in which the bulk of the planned output of
nearly 10 million tons a year -- about a fifth of Japan's current
natural-gas imports -- was destined for Japan.

Earlier this month, Iran canceled the right held by Inpex Holdings Inc.,
Japan's largest oil-development company, to participate in a $2 billion
project in the Azadegan oil field. At its peak, the project was expected
to meet as much as 6% of Japan's oil demand.

The developments are a blow to Tokyo, which had counted on the deals as a
major component of its push to expand its access to energy. Japan, whose
economy is the world's second-largest, relies nearly entirely on imports
for its oil and gas, making it vulnerable to swings in global oil prices
or political tensions in energy-producing regions.

In May, Tokyo announced a long-term strategy that urges Japanese
companies, including developers such as Inpex and trading companies such
as Mitsubishi Corp., to boost energy exploration and development around
the world to help secure a stable flow of oil and gas. Its goal: to
import 40% of its oil needs from Japanese-owned concessions by 2030, up
from the current 15%.

The strategy, while flexible, was supposed to help Japan overcome its
vulnerable position. Unlike most developed nations, Japan doesn't have a
big state-run oil firm or powerful private oil companies with stakes in
the world's largest oil fields. That has forced Japan to cobble together
oil and gas supplies from small Japanese companies that could invest only
in small-scale projects, sometimes in politically risky areas such as
Libya or Iran. Japan is Iran's largest foreign oil customer, purchasing
581,000 barrels of crude a day last year, or 14% of Japan's total oil
imports.

Expanding Japan's activity overseas is proving increasingly difficult, as
energy-rich nations, empowered by rising fuel prices over the past
several years, flex their muscles to get better deals. What's more, other
fuel-hungry nations such as China are eager to one-up Japan, snatching
away deals Tokyo thought it had locked up and competing fiercely for new
projects.

"Both Azadegan and Sakhalin were to represent big chunks of Japan's
energy supply," says Koichi Iwama, a Wako University professor and a
governmental adviser on energy issues. "Without these projects, it would
simply be impossible to reach the target." Mr. Iwama says Japan should
rethink its long-term energy strategy, expanding the role of the
government or possibly setting up a state oil company.

The projects in Russia and Iran are a stark reminder of the challenges
Japan faces. In September, the Kremlin began meddling in a Sakhalin gas
project led by Royal Dutch Shell PLC that also involved two Japanese
trading companies, Mitsubishi Corp. and Mitsui & Co. The government has
accused Shell of violating environmental standards and threatened to pull
its permits.

But industry experts speculate Russia wants to renegotiate the pact to
give it a bigger share of the output. The initial contract was signed in
the 1990s, when oil prices were low and energy-producing nations had to
sweeten their offers to entice foreign oil companies to develop fields.

In Iran, Inpex had faced a series of obstacles since it signed a contract
in 2004 with the National Iranian Oil Co. that gave it a 75% stake in the
giant Azadegan field and the right to lead the development. Washington,
which had tightened sanctions on Iran in the 1990s in response to
Tehran's efforts to acquire nuclear expertise and reputed support for
terrorist groups, griped about Japan's involvement. Inpex went ahead with
negotiations anyway, but repeatedly asked Iran to postpone the deadline
for concluding a deal, hoping the political tensions would ease.

Instead, the situation got worse. What's more, Inpex's hopes of reaping a
profit from the project dwindled. The United Nations Security Council is
considering whether to impose further sanctions to pressure Iran to give
up its uranium-enrichment program, which the U.S. and others say is a
precursor to atomic-weapons production and the Iranians claim is for
civilian energy use. If sanctions are imposed, the Japanese government
would have to halt its plans to provide loans and low-cost trade
insurance. That would make it difficult for Inpex to raise enough money
to fund the project, let alone make it profitable.

Iran, for its part, grew increasingly impatient with Japan's slow
response. In August, Iranian officials threatened to give the Azadegan
project to China or Russia. In early October, Inpex lost its operator
status and its stake was cut to a token 10%. Inpex says discussions over
project details are continuing,but won't comment further.

Despite the recent difficulties, some experts say Japan should continue
seeking new projects to develop. Indeed, it has no choice, says Masahisa
Naito, chairman and chief executive of the Institute of Energy Economics
Japan, a government-affiliated research group. "It's such an important
element if we want to secure a stable energy supply," he says.

The United Nations Security Council showed its solidarity on Saturday in
responding to the Democratic People's Republic of Korea for its October 9
nuclear test. Its unanimous vote on imposing sanctions on the DPRK and
individuals supporting its military programme sent a strong, necessary
message that DPRK should cease its nuclear weapon programme.

Calling its nuclear test "a clear threat to international peace and
security," the Council demanded that the country return immediately to
the negotiations without precondition.

The UN should respond appropriately to the nuclear test by DPRK. The
irresponsible act of the country goes against its commitment enshrined in
the joint statement it signed with five countries in Beijing last
September during the Six-Party Talks.

Saturday's vote demonstrated the UN's strong resolution, which is also
aimed at preventing a further escalation of tension.

It is a resolution with both punishment and encouragement.

The Council's condemnation on DPRK's nuclear test is clear and firm,
followed by the same clear and affirmative demand. DPRK is asked not to
conduct any further nuclear test or launch a ballistic missile.

On the list of items banned by the sanctions is any material for weapons
of mass destruction or ballistic missiles, coupled with luxury goods.

The DPRK totally rejects the resolution and accuses the Security Council
of unfairness and double standards.

The DPRK's representative told the Council his country was ready for both
dialogue and confrontation. He claimed that if the United States
persistently increased pressures upon the DPRK, it would continue to take
physical countermeasures because it considered these pressures as a
declaration of war.

Though a resolution that carries punitive sanctions on DPRK is in place,
prudence is still needed. The countries involved should refrain from
taking any provocative approaches that may intensify the tensions.

The Six-Party Talks were the forum established for a nuclear-free Korean
Peninsula and should be maintained to work for this purpose.

China opposes DPRK's nuclear test, which not only defies its
international commitments but also causes tensions in East Asia and the
world at large.

In this sense, the Security Council's response was an approach the
international community had to take.

The UN resolution sent a necessary call to DPRK to immediately retract
its announced withdrawal from the Treaty on the Non-Proliferation of
Nuclear Weapons, return to that pact, and works with the International
Atomic Energy Agency.

Without the threat of use of force, the resolution, the second on DPRK in
four months, offers leeway for diplomatic endeavours to handle DPRK's
nuclear issue outside sanctions.

The resolution carries the articles encouraging diplomacy that may push
DPRK back to the Six-Party Talks. Furthermore, it encourages DPRK to
comply with the resolution.

VALENCIA, Spain, Oct 4 - Two years ago, China had not even dreamed of
entering the race for the America's Cup.

This year they mounted their first challenge for sailing's most
prestigious prize. While they limped in last, the team were happy to have
made the first faltering efforts in a long-term plan for more Chinese
sporting stardom.

"I don't mind if we come bottom," said syndicate head Wang Chaoyong.

"The most important thing for China Team is to promote public interest in
sailing in China. Second is to build a platform for us to be a stronger,
better team in the future."

The America's Cup has traditionally been seen as an elitist sport with
rich syndicates from the United States, Australia, New Zealand and Italy
pumping millions of dollars into their challenges.

The 2007 Cup, which is being organised more along the lines of a major
sporting event than a regatta, will be more international with boats from
Germany, Spain, South Africa and China joining the race to take on the
Swiss defenders Alinghi.

"It all dates back to 2004 when the America's Cup Management team invited
me to a regatta in Marseille and said China should develop a team to make
it a truly global event," Wang said.

He took the idea home and quickly won backing from the government and
yachting association who saw the high-skill, high-profile event as a
boost to China's international image.

FRENCH TEAM

That left Wang with the problem of building up a team in three years to
be ready for the Louis Vuitton Cup that will decide the America's Cup
challenger in Valencia next June.

Added to that was the problem that most Chinese sailors are now deeply
involved in preparing for the 2008 Beijing Olympics.

Rather than scrabble around for more sailors, build a boat from scratch
and put together an on-land team to work on technology and strategy, Wang
did a deal with the French team Le Defi which challenged for the Cup in
2000 and 2003.

"It's a very exciting long-term project. We're joining young Chinese
talent with experienced Western sailors not just to take part in the Cup
but to make a contribution to the sport in China," said skipper Pierre
Mas, now on his third challenge.

Mas is spending time in China at sailing camps to help direct some of
Beijing's sporting push towards the open sea.

Since China Team was set up last year, Mas and his crew have picked eight
Asians to be part of the 25-man sailing team -- five from China, two from
Singapore and one from Malaysia.

STRAFFAN, Ireland, Sept 19 - The influence of captains at Ryder Cups has
been widely debated over the last 20 years and is virtually impossible to
quantify outside the team dressing room.

While their motivational skills and attention to detail in team
preparation are all-important, captains can be publicly judged in only
three areas: wildcard selection, pairings and the end result.

Their biggest headache in the build-up to golf's premier team event is
settling on their two captain's picks to complete the two 12-man line-ups.

U.S. captain Tom Lehman and his European counterpart Ian Woosnam both had
to make tough wildcard decisions for this week's matches at the K Club in
Country Kildare.

Lehman was sorely tempted by big-hitting rookie Lucas Glover before
choosing the more experienced Scott Verplank and Stewart Cink while
Woosnam finally opted for Darren Clarke and Lee Westwood after close
consideration of Thomas Bjorn.

"Making two picks is tough because you're not picking a bunch of other
guys," Lehman told reporters after the opening day of official team
practice at the K Club on Tuesday.

"And you certainly hate to throw cold water on their hopes and dreams
when they have worked so hard.

"I know the disappointment you feel as a player and it can cause some
real hard feelings. At the end of the day, they don't make the team and
they are crushed."

Woosnam, who was initially vilified by a disgruntled Bjorn after the Dane
was overlooked, agreed.

DIFFICULT DECISION

"It was a difficult decision for me," he said. "A lot of friends out
there, but you have to do what you feel is best for the team. And I felt
I did the right thing by picking the two players I did. We've got a
strong team and I'm happy with it."

Lehman and Woosnam have two days to go before announcing their second
tough calls: the pairings for Friday's opening fourball matches.

Should either of them guess right and watch their initial combinations
take an early advantage, then their decisions for the afternoon's
foursomes are likely to be fairly straight-forward.

Briton Tony Jacklin, who led Europe to two Ryder Cup victories and a tie
with the U.S. in his four spells in charge, took great delight in the
strategies required of a captain.

"I relished the pairings and the on-course stuff," he told Reuters. "If
I'm honest, it was the off-course stuff that got to me a little bit,
trying to keep everybody sweet off the course.

SAITAMA (FIBA World Championship) - Since 1997, players have come and
gone on France's national team, but a constant has remained in the crowd
in the form of super fan Jamil Rouissi.

Rouissi has followed Les Bleus everywhere they have been in international
competitions since making his debut at the 1997 EuroBasket in Girona.

His trademark is to taunt France's opponents, especially when they are
shooting free throws.

For some reason his voice seems to resonate a lot more than anyone
else's, so much so that he can be heard throughout the entire arena and
can be pretty off-putting.

Most recently he could be heard during France's fifth place win over
Turkey, telling Bogdan Tanjevic's players "You're going to miss" every
time they went to the charity stripe and seemingly putting them off on a
few occasions.

And when he doesn't say something to the players, he usually makes some
sort of a yodelling noise to put them off when they are trying to
concentrate the most - with a degree of success.

His undying support has earned him the right to be known throughout
France's basketball federation but more importantly by the players
themselves, who simply call him by his first name and acknowledge him
every chance they get.

"Jamil has been a great supporter of the national team for years," France
swingman Mickael Pietrus recalls. "I can remember when I was just
starting out in the national team's under age side that he was already
there, supporting us at every single international competition.

"It's really great to know that he's going to be wherever we go and
trying to motivate us. I'm impressed at how he always manages to make his
way to where we are playing."

Ironically enough, Rouissi's profession - in light of what he does during
France's games - might come as a surprise considering how vociferous and
unconditional he is in his support of one team.

"I'm a public announcer for basketball teams in the Paris area," he said.
"The problem in doing that kind of work is that I have to remain
impartial at all times.

"I can never choose one team over another, especially since I have
friends on most of them. So the only way that I can express my emotions
and my real feelings is during France's games."

His most famous moment in Saitama may have been during France's
qualification against Germany.

Rouissi gave Dirk Nowitzky and Germany a hard time on Thursday, yelling
"kein Problem" and "keine Angst" every time they went to the foul line.

It didn't work with the German star - who went three for four from the
line - but it may have worked with his team-mate Steffen Hamann, who only
went four for seven from the charity stripe.

In a game that was won by the slimmest of margins, 78-77 for France,
those three missed foul shots count a lot.

"German is the language I learned at school. So I thought I would speak
to him in German," Rouissi said of his choice to try and get into
Nowitzki's head.

With France having won the fifth place, Rouissi will now head home, happy
to see that they have done so well in this tournament.

"It's great to see France finishing fifth, especially since we had to do
it without Tony Parker. I think coming right behind the four top teams is
where we are supposed to be," he said.

Les Bleus now hope to build on this performance and their third place
finish at last year's EuroBasket to go a step further at the 2007 FIBA
European Championship in Spain.

No doubt Rouissi will be there, pulling for them.

response to a package of incentives for it to halt its nuclear program
appears unsatisfactory.

The response is missing a "decisive sentence" on whether Iran will
suspend uranium enrichment, she said.

"We are still examining it, but from everything that I hear we cannot be
satisfied," Merkel said in an interview with N24 television.

UNITED NATIONS - Following is the text of the operative provisions of a
resolution adopted on Friday. The preambular provisions have been omitted
for reasons of length.
THE SECURITY COUNCIL, ...

Determining that the situation in Lebanon constitutes a threat to
international peace and security;

1. Calls for a full cessation of hostilities based upon, in particular,
the immediate cessation by Hizbollah of all attacks and the immediate
cessation by Israel of all offensive military operations;

2. Upon full cessation of hostilities, calls upon the government of
Lebanon and UNIFIL (The U.N. Interim Force in Lebanon) as authorized by
paragraph 11 to deploy their forces together throughout the south and
calls upon the government of Israel, as that deployment begins, to
withdraw all of its forces from southern Lebanon in parallel;

3. Emphasizes the importance of the extension of the control of the
government of Lebanon over all Lebanese territory in accordance with the
provisions of resolution 1559 (2004) and resolution 1680 (2006), and of
the relevant provisions of the Taif Accords, for it to exercise its full
sovereignty, so that there will be no weapons without the consent of the
government of Lebanon and no authority other than that of the government
of Lebanon;

4. Reiterates its strong support for full respect for the Blue Line
(separating Israel and Lebanon);

5. Also reiterates its strong support, as recalled in all its previous
relevant resolutions, for the territorial integrity, sovereignty and
political independence of Lebanon within its internationally recognized
borders, as contemplated by the Israeli-Lebanese General Armistice
Agreement of 23 March 1949;

6. Calls on the international community to take immediate steps to extend
its financial and humanitarian assistance to the Lebanese people,
including through facilitating the safe return of displaced persons and,
under the authority of the government of Lebanon, reopening airports and
harbors, consistent with paragraphs 14 and 15, and calls on it also to
consider further assistance in the future to contribute to the
reconstruction and development of Lebanon;

7. Affirms that all parties are responsible for ensuring that no action
is taken contrary to paragraph 1 that might adversely affect the search
for a long-term solution, humanitarian access to civilian populations,
including safe passage for humanitarian convoys, or the voluntary and
safe return of displaced persons, and calls on all parties to comply with
this responsibility and to cooperate with the Security Council;

8. Calls for Israel and Lebanon to support a permanent cease-fire and a
long-term solution based on the following principles and elements:

-- full respect for the Blue Line by both parties,

-- security arrangements to prevent the resumption of hostilities,
including the establishment between the Blue Line and the Litani River of
an area free of any armed personnel, assets and weapons other than those
of the government of Lebanon and of UNIFIL as authorized in paragraph 11,
deployed in this area,

-- full implementation of the relevant provisions of the Taif Accords,
and of resolutions 1559 (2004) and 1680 (2006), that require the
disarmament of all armed groups in Lebanon, so that, pursuant to the
Lebanese cabinet decision of July 27, 2006, there will be no weapons or
authority in Lebanon other than that of the Lebanese state,

-- no foreign forces in Lebanon without the consent of its government,

-- no sales or supply of arms and related materiel to Lebanon except as
authorized by its government,

-- provision to the United Nations of all remaining maps of land mines in
Lebanon in Israel's possession;

9. Invites the Secretary-General (Kofi Annan) to support efforts to
secure as soon as possible agreements in principle from the government of
Lebanon and the government of Israel to the principles and elements for a
long-term solution as set forth in paragraph 8, and expresses its
intention to be actively involved;

10. Requests the secretary-general to develop, in liaison with relevant
international actors and the concerned parties, proposals to implement
the relevant provisions of the Taif Accords, and resolutions 1559 (2004)
and 1680 (2006), including disarmament, and for delineation of the
international borders of Lebanon, especially in those areas where the
border is disputed or uncertain, including by dealing with the Shebaa
farms area, and to present to the Security Council those proposals within
thirty days;

11. Decides, in order to supplement and enhance the force in numbers,
equipment, mandate and scope of operations, to authorize an increase in
the force strength of UNIFIL to a maximum of 15,000 troops, and that the
force shall, in addition to carrying out its mandate under resolutions
425 and 426 (1978):

a. Monitor the cessation of hostilities;

b. Accompany and support the Lebanese armed forces as they deploy
throughout the south, including along the Blue Line, as Israel withdraws
its armed forces from Lebanon as provided in paragraph 2;

c. Coordinate its activities related to paragraph 11 (b) with the
government of Lebanon and the government of Israel;

d. Extend its assistance to help ensure humanitarian access to civilian
populations and the voluntary and safe return of displaced persons;

e. Assist the Lebanese armed forces in taking steps towards the
establishment of the area as referred to in paragraph 8;
f. Assist the government of Lebanon, at its request, to implement
paragraph 14;

12. Acting in support of a request from the government of Lebanon to
deploy an international force to assist it to exercise its authority
throughout the territory, authorizes UNIFIL to take all necessary action
in areas of deployment of its forces and as it deems within its
capabilities, to ensure that its area of operations is not utilized for
hostile activities of any kind, to resist attempts by forceful means to
prevent it from discharging its duties under the mandate of the Security
Council, and to protect United Nations personnel, facilities,
installations and equipment, ensure the security and freedom of movement
of United Nations personnel, humanitarian workers, and, without prejudice
to the responsibility of the government of Lebanon, to protect civilians
under imminent threat of physical violence;

13. Requests the secretary general urgently to put in place measures to
ensure UNIFIL is able to carry out the functions envisaged in this
resolution, urges member states to consider making appropriate
contributions to UNIFIL and to respond positively to requests for
assistance from the force, and expresses its strong appreciation to those
who have contributed to UNIFIL in the past;

14. Calls upon the government of Lebanon to secure its borders and other
entry points to prevent the entry in Lebanon without its consent of arms
or related materiel and requests UNIFIL as authorized in paragraph 11 to
assist the government of Lebanon at its request;

15. Decides further that all states shall take the necessary measures to
prevent, by their nationals or from their territories or using their flag
vessels or aircraft,

(a) the sale or supply to any entity or individual in Lebanon of arms and
related materiel of all types, including weapons and ammunition, military
vehicles and equipment, paramilitary equipment, and spare parts for the
aforementioned, whether or not originating in their territories, and

(b) the provision to any entity or individual in Lebanon of any technical
training or assistance related to the provision, manufacture, maintenance
or use of the items listed in subparagraph (a) above,

except that these prohibitions shall not apply to arms, related material,
training or assistance authorized by the government of Lebanon or by
UNIFIL as authorized in paragraph 11;

16. Decides to extend the mandate of UNIFIL until 31 August 2007, and
expresses its intention to consider in a later resolution further
enhancements to the mandate and other steps to contribute to the
implementation of a permanent cease-fire and a long-term solution;

17. Requests the secretary-general to report to the council within one
week on the implementation of this resolution and subsequently on a
regular basis;

18. Stresses the importance of, and the need to achieve, a comprehensive,
just and lasting peace in the Middle East, based on all its relevant
resolutions including its resolutions 242 (1967) of 22 November 1967 and
338 (1973) of 22 October 1973;

19. Decides to remain actively seized of the matter.

Heads of Australia's local governments said on Friday they would support
a bid to host the 2018 World Cup.

The possibility of bidding for the right to host the tournament was
discussed at an annual meeting between the national government and the
heads of the eight state and territory governments.

"All governments agree enthusiastically that if the national body, the
Football Federation of Australia, put in a bid for the 2018 World Cup
then all governments would support that bid very enthusiastically," Prime
Minister John Howard told reporters in Canberra.

Australia reached the World Cup finals in Germany for the first time in
32 years and surprised many by reaching the second round, where they were
knocked out by eventual champions Italy.

Soccer has struggled to gain a foothold in Australia behind rugby,
cricket, rugby league and Australian rules football, but the World Cup
transfixed fans across the nation despite matches being played late at
night or early in the morning local time.

Australian officials are already considering lodging a late bid to stage
the 2011 Asian Cup as part of a plan to host the game's showpiece event
in 2018 or 2022.

Football Federation Australia has said Australia wanted to host the Asian
Cup to prove it could host the World Cup.

FFA Chief Executive John O'Neill has said several times in recent months
that a bid for the 2018 World Cup was seen as "putting a stake in the
ground for 2022", meaning that the latter bid was more likely to be
successful.

The 2010 World Cup will be held in South Africa while the 2014 event is
to be staged in South America. A decision on the 2018 tournament is not
expected to be made until 2012. Australia successfully hosted the Sydney
2000 Olympics as well as the Rugby World Cup in 2003 and the Commonwealth
Games in Melbourne in March this year.

"Sometimes when you have a player who is very clever and says something
to you then maybe you are angry and want to 'kill' that player," said
Gallas after the duel in which Italy won 5-3 on penalties after 1-1 draw
in fulltime.

Materazzi refused to answer questions afterwards and Gallas saw that as
an admission of guilt by the Italian.

"I don't know what he said. You'll have to ask him but he's gone. I know
why he's gone because maybe he's done something wrong," said Gallas.

On his way back to the dressing room after his 110th-minute dismissal,
Zidane passed the World Cup trophy.

"Zidane didn't say anything," said Gallas. "He was very disappointed for
everybody - for the team and himself."

"I'm very sad for him. It was his last World Cup and everybody wanted to
win for him.

"We deserved to win but that is life. I think we played very well and
better than Italy but sometimes football is very strange.

"Everybody is disappointed. I hope we will maybe win next time, " Gallas
said.

French midfielder Patrick Vieira was forced to leave the field because of
injury during the second half.

On the Zidane incident, Vieira said: "I don't want to talk about it."

WUHAN -- Hosts China's run in the ongoing FIFA Women's World Cup ended
here Sunday while losing 1-0 to Norway in the quarter-final.

China coach Marika Domanski-Lyfors' fate is pending as the hosts missed
their target of advancing to top four on home soil.

Domanski-Lyfors, a Swede who led Sweden to runners-up in 2003 World Cup
and took over the Chinese side in March this year, said, "At this moment,
I don't know if I can direct this team to compete in the 2008 Beijing
Olympics."

However, midfielder Bi Yan, the Chinese captain today, showed her strong
support to Domanski-Lyfors.

"Since she came to us, our team has made many great changes. Now, the
whole team is united as one person," Bi said.

"Domanski-Lyfors has brought many new things to us, which helped us a
lot. All of us love our coach. We treat her as our mother." Bi said.

"I hope she will continue coaching us!" She noted.

China beat Denmark 3-2 with late winning goal, lost 4-0 to Athens Olympic
runners-up Brazil and won 2-0 over underdogs New Zealand to be the
runners-up of Group D, following leaders Brazil into the quarter-finals.

Domanski-Lyfors hailed the brilliant performance of her players in the
Norway duel, saying, "We lose in bad luck."

Norway, the 1995 World Cup titlists and Sydney Olympic champions,
captured the only chance in the first half to beat the hosts and set up a
semi-final clash with defending champions Germany.

After boasting a 7-1 advantage in shot statistics in the first 30
miuntes, China conceded a goal in 32nd when defender Wang Kun lost
concentration in the box, let the chasing Norwegian striker Isabell
Herlovsen secured the ball from her control. Herlovsen shot the gift home
without any hesitation.

"We dominated the game in most of the time, pressed the Norwegians very
hard and created many scoring chances. The Norwegians only had one
brilliant chance but they captured it," said Domanski-Lyfors.

The stalwart Chinese girls created more scoring chances than the
Norwegians, 15 against 8 in statistics, and often laid siege on their
opponents. But they lost in the end. All the Chinese girls and
Domanski-Lyfors burst into tears in the locker room.

Women's soccer in China suffered a slump after the 1999 World Cup, in
which the "Steel Roses" spearheaded by star striker Sun Wen and playmaker
Liu Anling grabbed the silver medal, the best outcome of China in world
top-level soccer arena.

Most Chinese bear in mind their Roses' dazzling 5-0 win over the then
reigning champions Norway in the semifinal and the regrettable loss in
the final to the hosts United States through penalty shootouts.

With the boot-hanging of the then stars, China failed to smoothly pass
the transition period for a long time with the lack of young talents and
the frequent changes of coaches.

Chinese fans were stunned by their women team's 8-0 collapse to Germany
at the Athens Olympic Games and 4-1 loss to minnows Iceland in this
year's Algarve Cup.

Since Marika Domanski-Lyfors took over the Chinese team in late March,
China began to be back on track with a string of victories.

The obvious weakness in the midfield might be the main obstacle for the

More than 100 Bangladesh fishermen missing in storm

DHAKA - More than 100 Bangladeshi fishermen were missing after at least
15 fishing boats sank in a storm in the Bay of Bengal, witnesses and
officials said on Sunday.

The Chittagong port authority issued an international maritime alert
advising all ships and fishing boats to remain in shelters until further
notice, said Syed Farhad Uddin, the secretary of Chittagong port.

Bangladesh's meteorological department said in a special weather bulletin
that the monsoonal deep depression, which hit the Bay of Bengal on
Thursday night, was moving north-north-west and had reached India's
eastern coastal state of Orissa.

"Maritime ports of Chittagong, Cox's Bazar and Mongla have been advised
to keep the local warning signal hoisted," the bulletin said.

The latest bulletin said the monsoonal low had crossed the Indian coast
near Paradeep on Sunday and the weather system was now over Orissa and
adjoining areas.

"It is likely to move in a north-north-westerly direction further inland
and weaken gradually by giving precipitation," the bulletin said.

It said squally weather might affect the ports of Chittagong, Cox's Bazar
and Mongla.

Flooding was reported in Orissa and the neighbouring state of West
Bengal, forcing the evacuation of hundreds of people living in low-lying
areas, including in the city of Kolkata.

In Orissa, three people died on Saturday after part of a house collapsed
in heavy downpours in Cuttack, close to the state's capital, Bhubaneswar,
where about a thousand people were affected.

Heavy seas were preventing rescue operations, but authorities said they
would start a search as soon as the stormy weather subsided.

Surviving fishermen said they saw several boats sink. In Cox's Bazar,
about 10 fishing boats with nearly 100 fishermen capsized. About 80
fishermen made it back to shore.

Officials also warned of flooding, with low-lying areas of several
coastal districts, including Chittagong, Cox's Bazar and their offshore
islands, likely to be inundated by water surges up to 4 feet (1.2 metres)
high, driven by high winds.

Hundreds of Bangladeshi fishermen die and many go missing in storms in
the Bay of Bengal every year.

Tokyo -- Japan's ruling party was poised on Sunday to pick Yasuo Fukuda,
who seeks warmer ties with Asian neighbors, to succeed Shinzo Abe as
prime minister in an effort to revive party fortunes and fill a political
vacuum.

The Liberal Democratic Party's (LDP) main factions have rallied behind
Fukuda after Abe's September 12 decision to resign in hopes the
71-year-old lawmaker, seen as a moderate, can bring stability after a
year marked by scandals and an election rout.

"I want to get people to think that the LDP and politics as a whole are
truly getting better by resolving problems one by one," the bespectacled
Fukuda told a crowd while campaigning in northern Japan on Saturday.

Japan's next leader will face a divided parliament, with combative
opposition parties controlling the upper house, and conflicting pressures
to spend more to woo disaffected voters while also reigning in Japan's
mammoth public debt.

The situation has raised fears of a policy deadlock at a time when Japan
needs action on pension and tax reform and other issues.

A survey by Kyodo news agency published late on Saturday showed Fukuda
well ahead of hawkish former foreign minister Taro Aso in the party poll.
Other surveys have shown similar results.

The winner will be chosen prime minister on Tuesday by virtue of the
ruling camp's huge majority in parliament's lower house.

Critics of Fukuda, chief cabinet secretary under Abe's?predecessor
Junichiro Koizumi, say he will be beholden to the LDP's old guard and
backpedal on vital economic reforms.

Fans say his milder style will be welcome after Koizumi's five years of
combative reforms and 12 months of scandals and upsets under Abe.

Both Fukuda and Aso have pledged to pay more heed to rural regions and
other sectors hurt by reforms begun under Koizumi.

Pitfalls in Parliament

But both candidates have also acknowledged the limits on government
spending, given a public debt already equivalent to one-and-a-half times
Japan's gross domestic product.

"Structural reform is about revitalizing (local economies) without
spending money," Fukuda said on a last-minute TV appearance along with
Aso on Sunday.

Aso reiterated that the current five percent consumption tax may need to
be raised to six percent, to fund an expected increase in social welfare
costs.

Abe, who turned 53 on Friday, stunned allies and foes alike by announcing
his decision to resign just days after staking his career on extending a
Japanese naval mission in support of US-led military operations in
Afghanistan.

One of the new prime minister's first battles will be over the mission,
enabling legislation for which expires on November 1.

Close ally Washington is pressing Tokyo to continue refueling coalition
ships in the Indian Ocean, but Japan's opposition parties, which can
delay laws with their upper house majority, want to end the mission.

Although an advocate of a less US-centric diplomatic stance, Fukuda --
like Aso -- has stressed the need for Japan to keep playing its refueling
role.

Avoiding pitfalls that would prompt a snap election for the lower house,
which the ruling camp could well lose, will be another priority for
Japan's new leader.

No general election need be held until 2009. But a deadlock in parliament
could prompt one and many are eyeing next spring, after passage of the
budget for the fiscal year starting next April, as a likely time.

The winning candidate in the LDP poll needs a majority, or 265, of 528
votes comprised of 387 parliamentarians and three representatives from
each of the party's 47 prefectural chapters.

OSAKA, Japan - Jamaica's Veronica Campbell won the women's 100 metres
title after a blanket finish to the final and chaotic scenes at the world
championships on Monday.

Campbell and American defending champion Lauryn Williams were both given
the same time of 11.01 seconds and the judges took several minutes to
decide the Jamaican had won the race.

With the first six finishers separated by just seven hundredths of a
second, 2003 world champion Torri Edwards was initially flashed up on the
stadium's big screen as the winner.

Gasps of astonishment from the crowd and perplexed looks on the faces of
the athletes told a different story, however, and that was confirmed when
Campbell was awarded the gold medal.

"It was one of my longest moments, it was a very close race," Campbell
told reporters. "I wasn't sure with all the names going back and forth
but I was happy to win.

"I was confident, positive, my start wasn't the greatest but I knew I had
finished well."

Williams thought she might have edged the race, the first in the women's
100m at the world championships where the medallists were covered by just
one hundredth of a second.

"I did a lot of praying, I was really hoping God would shine down on me
and I would be a gold medallist again," the 23-year-old said.

"When they started switching around, I thought there's hope for me yet."

In the end, Williams had to settle for the silver ahead of compatriot
Carmelita Jeter, who found out she had won bronze in a time of 11.02
after already having left the arena.

"Tears of joy," said the 27-year-old Jeter. "I can't describe how I feel.
This evening and this day is mine and very special."

The winning time was the slowest in championship history, but Campbell
finally claimed a global title in the blue riband sprint after taking
bronze at the 2004 Athens Olympics and silver at the worlds the following
year.

"This medal means a lot to me and is very important to my career," the
Olympic 200m champion said.

Campbell's victory was more cause for celebration for her coach Lance
Brauman, who on Tuesday will be released from a Texas prison where he has
spent more than nine months after being found guilty of embezzlement,
theft and mail fraud charges.

Brauman also coaches the men's 100m champion Tyson Gay.

"He should be very proud, he has two gold medallists," she said.

Edwards was eventually placed fourth in 11.05 seconds and France's
Christine Arron finished sixth (11.08) in her fifth world championship
final.

DETROIT - An aggressive Wang Chien-ming spurred the tired New York
Yankees to a 7-2 road win over the Detroit Tigers on Saturday.

The Yankees had lost 9-6 to the Tigers on Friday in a game delayed by
rain some four hours at the start. Yankee players said they did not get
to sleep at their hotel until 5 a.m.

Manager Joe Torre held a brief meeting with the team prior to Saturday's
game after players reported late to Comerica Park.

The pitcher from Chinese?Taipei?threw eight strong innings to raise his
record to 15-6. He is 5-0 in six starts against Detroit.

"He was very aggressive," Torre told reporters.

"He had an edge to him, it looked like. He just went after people. His
velocity was consistent the whole game and he threw strikes the whole
game."

Johnny Damon hit a home run and RBI triple and Melky Cabrera broke open a
tight game with a three-run triple in the sixth, sending Jeremy Bonderman
to his sixth consecutive loss. The Tigers' right-hander is 0-6 in eight
outings since a 10-1 start.

The Yankees stay 6.5 games behind the Boston Red Sox in the American
League East but closed to two games behind the Seattle Mariners in the
wild card race.

"We need to minimise bad stuff and the only way we can do that is win
ball games," said Torre.

The Tigers have lost 25 of their last 37 and fell 2.5 games behind the
Cleveland Indians in the AL Central.

Shooting - Russia, China collect half of golds

BANGKOK -- Powerhouses Russia and China led the chorus by wrapping up
half of the 40 gold medals on offer at the inaugural Universiade shooting
competitions despite of sending their second teams.

Leonid Ekimov, the 19-year-old Russian pistol shooter, became the only
brilliant star by winning five golds, including Olympic events of the
men's 10m air pistol and 50m pistol, two silvers and one bronze from all
four men's pistol disciplines in team and individual. ?

The sports-majored student also produced the most valuable score at the
Universiade shooting range by taking 571 points in the qualification
round of the 50m pistol event, which would easily secure him a top three
spot in the World Cup series and making him a hot medal contender for the
Beijing Olympics.

However, eight of the Russia's gold medals came from team events which
showcased its superiority in the sport, but a lack of top-class members
of the Universiade team.

Ekimov was only the fourth choice in the men's pistol events in Russia's
national squad behind Olympic Champion Mikhail Nestruev, medalists
Vladimir Isakov and Vladimir Gontcharov.

Denis Sokolov, the World Cup Final winner in the men's 10m air rifle, did
not show his best form, but it did not hinder the Russian team from
winning 11 gold medals at the Universiade.

The Chinese team, made up of shooters not qualified for the domestic
qualification competitions for the Olympics next year, seemed no hope of
a harvest in Bangkok.

However, they triumphed in three Olympic events and took nine gold medals
in total.

Markswomen Wang Jieyi and Chen Weiwei, won in their international debuts
in the 25m pistol and skeet events respectively, which were both China's
traditional predominance.

Zuzana Stefecekova from Slovakia came to the Universiade with the most
beautiful resume and she proved her strength later. The 23-year-old
veteran, the World Cup Final gold medalist in 2004 and the current world
record holder, collected 72 hits in the qualification round of women's
trap and 23 targets out of 25 in the rainy and windy final.

Surprises came from India's Sarao Harveen and Germany's Tino Mohaupt,
both of whom had little international experiences but produced
world-class marks.

Art-majored Harveen, 21, the national champion in 2006, collected the
highest score of 388 points in the qualification round of the women's 10m
air pistol while Mohaupt, obtained a qualification round score of 598 in
the men's 10m air rifle event. Both of the scores would be competitive
even at the Olympics.

The four-day shooting competitions concluded on Monday, featuring 20
events and offering 39 gold medals in total. ?

Medals for the women's double trap team event were canceled as only two
teams, namely Chinese Taipei and Thailand, competed.

KENNEBUNKPORT, Maine - US President Bush, using all the trappings of his
family's oceanfront estate, worked on a cozier relationship with France
and its new president Saturday.

Bush welcomed Nicolas Sarkozy, the French leader known for his fast-paced
style who may also be this White House's last true chance for better
relations between the two nations.

"He's bringing a good brain, good vision and goodwill," Bush said from
his parents' compound, which juts out like a finger pointing into the
Atlantic Ocean.

Bush called Sarkozy a friend who could be counted on to speak frankly.

"We have had good disagreements — on Iraq, in particular," Bush
acknowledged about the frayed U.S.-France partnership. "But I've never
allowed disagreements to not find other ways to work together."

Sarkozy, visiting Bush for the first time as France's president, came
with plenty of his own warm words. He focused on more than two centuries
of united history between the countries, thanking the U.S. for
sacrificing lives to help defend France in time of war.

"That is a lot more important than Mr. Sarkozy or Mr. Bush," he said.
"Because after Mr. Bush, and after Mr. Sarkozy, we'll continue to be
friends of the Americans."

All the effusiveness was intended to be a message to the world that
diplomatic life is on the upswing for the U.S. and France. It comes in
contrast to the bitter relationship with former French president Jacques
Chirac, who clashed with Bush most notably over Iraq.

Sarkozy, too, acknowledged differences but downplayed them.

"Do we agree on everything? No," he said, an apparent reference to the
divisive Iraq war. "Because maybe even within a family there are
disagreements, but we are still a family. And we may be friends and not
agree on everything, but we are friends."

Privately, Bush and Sarkozy met for about 50 minutes for what the U.S.
president called a "heart-to-heart" talk. The former president sat in on
the session with them.

The topics included Iran, where Bush is seeking Sarkozy's aid in
thwarting Iran's suspected pursuit of a nuclear weapon. Other world
hotspots — Darfur and Lebanon among them — were likely discussed, but
the White House refused to divulge details.

The French president was treated to a true day in the life of the Bush
experience.

There was the greeting of handshakes and hugs from two presidents — the
current one and his dad, former President George H.W. Bush, who owns the
Kennebunkport compound. They were joined by President Bush's wife, Laura;
his mother, Barbara; and other family all around.

The Bush grandchildren even made colorful signs to herald Sarkozy's
arrival. Bush said it was an important signal to Sarkozy that he was
invited to meet the whole family.

As if to pound home the point that the event was a casual one, the White
House put no seafood entree on the menu in a region renowned for its
lobster. Instead, the visiting president got American picnic fare of hot
dogs, hamburgers, baked beans and fresh dessert.

"If he feels like it, he can have him a piece of blueberry pie," Bush
declared.

Sarkozy also got whisked away for a ride on a speed boat, with the former
president at the helm and President Bush at his side. They soaked in a
sparkling summer day in Maine.

Bush spokeswoman Dana Perino said the president looked forward to seeking
Sarkozy next in September, at the annual meeting of the United Nations
General Assembly in New York.

Sarkozy gives Bush a chance to shore up support in the core of Europe,
although the new leader has clearly echoed Chirac's opposition to the
Iraq war.

Meanwhile, Saturday's event sustained a setback before it started.

Sarkozy's wife, Cecilia, canceled at the last minute because she and two
of their kids were sick — a notable absence. Sarkozy explained that
they had come down with sore throats.

"We're disappointed she's sick, but we understand," Bush said. "That
happens sometimes in life."

In France, Sarkozy caused a considerable stir by opting to take a
vacation in the United States — seen as a sign of his pro-American
tendencies. He chose Lake Winnipesaukee in Wolfeboro, N.H., about 50
miles from the Bush compound known as Walker's Point.

Bush said he would go to France if Sarkozy invited him. But he didn't try
hiding the fact that he prefers his ranch in central Texas, where his
vacation continues on Monday.

After indulging the media by fielding some questions — and then
prodding the talkative Sarkozy to do the same — Bush wrapped up their
brief appearance on his own terms.

"Thank you," he said. "We've got to go eat a hamburger."

Hours after Sarkozy left town, Bush attended the wedding ceremony of Cary
Gottesman. She is the daughter of Bush's longtime friends from Texas,
Sandy and Lisa Gottesman, and the brother of Bush's former personal aide,
Blake Gottesman.

Signatories to the Kyoto Protocol agreed early on Friday on a roadmap to
set new targets for greenhouse gas emissions reductions beyond 2012, but
tabled no timetable for deciding the level of those cuts.

The latest scientific and economic understanding of global climate change
would underpin the new targets, representatives of 160 countries decided
at a conference in Bonn.

The talks will likely last at least two years, delegates said.

"This (agreement) makes clear ... that the outcome of this process will
be a new set of quantitative caps," Michael Zammit Cutajar, head of the
UN group driving the process, told Reuters immediately after the
conference approval.

"This is a new phase in the life of the Protocol."

Kyoto obliges 35 rich nations to cut emissions by at least 5.2 percent
below 1990 levels by 2008-12.

The Ad Hoc Working Group was set up to chart post-2012 talks at a
previous Kyoto meeting held at the end of last year.

The world's biggest polluter, the United States, pulled out of the Kyoto

 Move to strengthen yuan may ripple across Asia

HONG KONG -- Beijing, in a move that ends weeks of stalling and should
help President Bush contain complaints in the U.S. about China, gave the
go-ahead for a stronger Chinese currency.

China's central bank allowed the yuan to briefly break through the
symbolically important level of 8.0 to the dollar. The move came just
days after the U.S. Treasury Department drew back from confrontation with
China by determining that Beijing wasn't manipulating its exchange rate
to artificially boost its exports.

The dollar has been falling against currencies around the globe in recent
weeks, with quiet acquiescence from Washington, where concerns are
mounting over the gaping U.S. trade deficit and the political fallout it
entails. Monday, the dollar briefly fell below 110 yen, its lowest level
in eight months, amid expectations that U.S. interest-rate increases are
coming to an end just as Japan prepares to raise its rates. News on the
yuan also spurred selling against the yen: Signs of a strengthening yuan
tend to lift the yen due to Japan's proximity to China.

Washington has been pressing China and its neighbors to allow stronger
currencies to help cut their huge trade surpluses with the U.S. by making
their exports more expensive in dollar terms. Economists say Beijing's
move might add momentum to currency appreciation around Asia that could
help to unwind global economic imbalances.

Before the start of trading in Shanghai Monday, the Chinese central bank
lowered its daily trading benchmark for the yuan to the point where one
U.S. dollar fetched fewer than eight yuan, a psychologically important
level that it had maintained as a barrier for weeks. By breaching that
level, the bank sent a signal that it will allow the yuan to advance at a
faster pace, traders and economists say.

Since authorities revalued the currency by 2.1% to 8.11 against the
dollar in July, this is the first time the yuan has traded below 8.0 to
the dollar. Since the revaluation, the yuan has climbed only an
additional 1.3% for total appreciation of 3.4%, a considerably slower
rate than the strengthening of other currencies around Asia.

China allows the yuan to rise or fall 0.3% each trading day against a
midpoint benchmark. The "central parity" is announced by the central
bank, and Monday it set that point at 7.9982 compared with 8.0082 on
Friday. The highest level the yuan had reached previously was 8.0022.

However, the yuan didn't remain less than 8.0 to the dollar Monday. After
touching a high of 7.9972, It closed at 8.0030 to the dollar. That
compared with a closing level of 8.0061 last Friday.

"You will see a faster pace of appreciation" for the rest of the year,
says Fan Jianjun, a financial analyst at the Development Research Center,
a Chinese cabinet think tank.

The news about the yuan made Chinese stocks surge on hopes among domestic
investors that a stronger currency will draw in more foreign-equity
investors. The Shanghai Composite Index rose 3.8% to finish at its
highest level in 25 months.

The Chinese move comes at a propitious moment for Mr. Bush's
administration. U.S. Treasury Secretary John Snow is scheduled to testify
tomorrow and Thursday before the House and Senate banking committees
about his decision not to brand China a currency manipulator in the
report on global currencies. Mr. Snow can point to the latest yuan
appreciation as evidence his diplomacy with Beijing is working.

"Greater flexibility in China's exchange rate is a positive development
both for China and for the global economy," Treasury spokesman Tony
Fratto said in a written statement.

"When China reformed its currency regime in July 2005, it established a
mechanism for greater daily fluctuations in relative currency values, and
we encourage Chinese authorities to show more confidence in allowing this
mechanism to work," he added. "However, it's important to note that there
is no specific target for RMB/dollar currency values. Currency values are
best set in open, competitive markets."

U.S. Senator Charles Schumer, a New York Democrat, co-author of a bill
that would impose 27.5% tariffs on imports from China, issued a measured
statement in response to the currency's appreciation. "The fact that the
yuan finally dipped below 8 is good news, but only if it portends further
movement," he said. "The Chinese government knows that reducing controls
on the currency is very important to creating a level playing field in
world trade."

Pressure on Beijing to allow a faster rate of appreciation hasn't all
been coming from Washington. More important from Beijing's point of view,
say many economists, is China's need for a stronger currency to tackle
signs of economic overheating and prevent a crash. Booming exports have
flooded the economy with cash and led to runaway bank lending and
investment. A stronger yuan will help slow the export momentum.

Figures released Monday showed that broad money supply -- including cash
in circulation and deposits in banks and brokerage firms -- rose 18.9% in
April from a year earlier. This helped propel expansion in yuan loans
during the month by 15.5% compared with the same month last year. Loan
growth in March was 14.7%.

Adding to the incoming flood of cash, foreign direct investment in the
first four months of this year totaled $18.48 billion, a rise of 5.8%
from the same period last year, official data showed.

The immediate impetus for the yuan's advance through the 8.0 level was
last week's U.S. Treasury decison not to label Beijing a currency
manipulator. The yuan had been on track to appreciate 3% to 4% against
the dollar before the momentum died in April as Beijing waited for that
decision.

Many economists expect the yuan's rise to pick up pace from earlier this
year. Jonathan Anderson, chief Asia economist for UBS, said he expects
about 5% appreciation for the whole year.

The yen also strengthened Monday. In the late afternoon in Japan, the
dollar was down 0.3% on the day at 109.71 yen, off the day's low of
109.35 and not far from an eight-month low of 109.29 hit on Friday.
Monday's news on the yuan added to the market's yen-buying momentum,
traders said.

The dollar has been falling against currencies around the world during
recent weeks, a process that Washington is tacitly encouraging as a way
to narrow its gaping trade gap.

In Asia, central bankers take their cue on exchange rates from the
currencies of the region's two giants -- Japan and China. The yen has
gained sharply against the dollar this year, pulling up currencies such
as the Singapore dollar, the Korean won and the Indonesian rupiah.

Mr. Anderson says the yuan's resumed climb against the dollar "will serve
as a further catalyst" to boost other currencies around the region. "To
have all of Asia moving, including the yuan, is a big move collectively,"
he says.
